The building was completed in 1934 as a private villa of Vladislav Ribnikar. In 1944 Ribnikar gave it over to the Central Committee of the Communist Party of Yugoslavia. The house was the venue of undercover activities even before WW II and some of the most prominent revolutionaries used to stay there. After the bombing of Belgrade on April 6, 1941 some members of the Central Committee, including Josip Broz Tito and Edvard Kardelj, were concealed there. On July 4, 1941 the Politburo of the Central Committee held a meeting in the house and agreed upon historic decisions: the uprising of the peoples of Yugoslavia, the establishment of the Peoples Liberation Movement and the General Staff of partisan detachments with J.B. Tito as its chief commander. The first issues of the bulletins of the General Staff and the PLM were printed there. The building is a material testimony of a period in the development of the Communist Party of Yugoslavia, which will define the further destiny of the peoples of Yugoslavia.

Зграда је саграђена 1934. године као приватна вила Владислава Рибникара који је 1944. године поклонио Централном комитету КПЈ. У кући се и пре рата одвијао илегални рад, у њој су боравили истакнути револуционари, а после бомбардовања Београда 6. априла у њој су били склоњени чланови ЦК КПЈ – Јосип Броз Тито, Едвард Кардељ и други. У кући је 4. jула 1941. године одржан састанак Политбироа ЦК КПЈ. На том састанку донете су историјске одлуке о подизању устанка народа Југославије и формирању народноослободилачког покрета; основан је Главни штаб партизанских одреда Југославије на челу са Ј.Б.Титом. Ту су припремљени и први бројеви билтена Врховног штаба НОБ и ПОЈ. Зграда представља материјално сведочанство једног периода развоја КПЈ која ће одредити даљу судбину народа Југославије.
